Sheriff Tommy Thomas Reports Recent Arrest in Northwest HarrisCounty

On December 19, 2008, Harris County Sheriff’s Deputy W. Trejo was dispatched to the T.J. Max department store located at 25891 Northwest Freeway in reference to a shoplifting report. 30-year-old Shawanna Mitchell and 28-year-old Tiffany Hill, both from Tomball, were caught by loss prevention officers concealing merchandise inside their purse. The suspects then exited the store without paying for the merchandise. Hill and Mitchell were arrested and charged with Class B Misdemeanor Theft and released on bond awaiting their next court date.

On December 19, 2008, Harris County Sheriff’s Deputy J. Mook was patrolling the 7900 block of North Eldridge Parkway, specifically Cy-Ridge High School, when he observed a security officer and a school administrator talking to three people inside a car. Deputy Mook stopped to check on their welfare. The three people inside the car were not students at the high school and were being questioned as to why they were on campus. Upon approaching the vehicle Deputy Mook detected the odor of marijuana emitting from the car. All three suspects were removed from the car and searched for weapons, drugs and gang paraphernalia. A back pack was found in the vehicle containing a small amount of marijuana. The 16-year-old juvenile suspect admitting to owning the backpack. She was arrested and charged with Possession of Marijuana in a Drug Free Zone. The driver of the vehicle was cited for No Driver’s License and Failure to Maintain Financial Responsibility. The third suspect was released at the scene. It should be noted that Deputy Mook is the Gang Liaison in District 5.

On Saturday December 20, 2008, Harris County Sheriff’s Deputy D. James was dispatched to a suspicious vehicle in the parking lot of the Kroger store located at Tomball Parkway and Cypresswood Drive. Witnesses stated they saw a vehicle doing “dough nuts” in the parking lot and strike an un-attended vehicle. After striking the un-attended vehicle the driver parked in the parking lot among other vehicles. Witnesses also stated they never lost sight of the striking vehicle and the driver was still inside the car. Deputy James approached the driver, still sitting inside the vehicle, and instructed him to get out of the car. The driver, later identified as 34-year-old Mario Navarro-Montoya of Houston, was argumentative and refusing to exit the vehicle. Montoya finally complied and when exiting the car, he fell to the ground. Montoya exhibited signs of intoxication including a very strong odor of an alcoholic beverage emitting from his breath. Due to his intoxicated state, Montoya was unable to perform the standard field sobriety test. He was placed under arrest for DWI. When Deputy James returned to Montoya’s vehicle he found an infant inside the car. The child was not in a child passenger safety seat but appeared unharmed. After a few moments the child’s mother arrived at the scene and took custody of her. Mario Navarro-Montoya was charged with DWI with a Child Passenger. Since his arrest Montoya has pled guilty to the charge and was sentenced to 180 days confinement in the Harris County Jail.
