On this date, just after midnight, Harris County Sheriff’s Deputy Hall stopped the driver of a Honda Accord in the 500 block of East FM 1960 for a traffic violation. The driver was unable to provide any proof of identification or financial responsibility so he was detained and placed in the backseat of the patrol car. The driver identified himself as 26-year-old Harrison Higgs. After verifying the man’s information, Deputy Hall removed Mr. Higgs from the patrol car to issue him a citation for the violations. By this time, Deputy Craig had arrived at the scene to assist with the stop. While Mr. Higgs was signing the citation, Deputy Craig observed a single dollar bill and a small plastic bag lying in the backseat of Deputy Hall’s patrol car. The plastic bag contained a substance that resembled crushed shards of glass. It tested positive for methamphetamine. Mr. Higgs was then arrested and charged with possession of a controlled substance. He is being held in the Harris County Jail on a $2,000 bond. A court date is set for November 11, 2009.
